Warning Letters by ISPs not Sufficient to Stop Internet Piracy, Declares Survey

Lord Carter’s Digital Britain report, the final version of which is about to be published is likely to recommend tough action against online pirates. However, paidContent:UK recently conducted research along with Wiggin media lawyers, which concluded that only one-third of illegal internet file sharers would stop their activities if their ISPs sent them warning letters.

The 2009 Digital Entertainment Survey found that warning notices would not be effective on their own. However, if they were supplemented with the threat of discontinuation of the internet connection, 80% of illegal downloaders would stop immediately. This is 10% more than the previous year’s findings by the same company.

The report comments on this increase by saying that this year, the respondents were asked how they would act in response to a notification from their ISP with no specific threat. Last year’s high figure of 70% can be explained by considering that the respondents assumed the notification to lead up to further legal action.

Simon Baggs, the litigation partner at Wiggins, says that just sending warning letters will not be enough to stop illegal downloaders. He believes that a lot more has to be done to elicit a significant reduction in illegal file sharing online. T
